Instructions and rules for parcel delivery
from Ukraine to Israel

Please read the rules and instructions carefully before sending a parcel. This will take no more than 5 minutes but will protect you from unexpected situations when using our services.

Parcel delivery from Ukraine to Israel is carried out within 7-10 business days from the nearest departure date after receiving your application. If the application is not sent in time, the parcel will remain until the next departure date. In case an incorrectly completed application is received, we will contact you.

Fill out the international delivery application
Right after sending the parcel, fill out the international delivery application. You can complete the application on our website.

ADR Cargo is not responsible for an incorrectly completed application regarding the parcel contents before Israeli customs.

Please note
Delivery from Ukraine to Israel can be paid upon receipt in Israel. The price includes delivery to the recipient. When sending a parcel, pay attention to volumetric weight and pack the parcel tightly.

One piece must not exceed 40 kg of actual weight.

Rules for sending personal belongings
If you are sending used items, there are virtually no quantity limits; they can be valued up to $75.

Rules for sending new items
You may pack no more than 30 units of goods (clothing, cosmetics, etc.) in one parcel and no more than 5 units of the same item;

Dietary supplements and permitted food products must be sent in original packaging; total quantity: 15 units and no more than 5 units of the same item;

Meat products must be sent strictly in vacuum packaging up to 2 kg (excess weight will be returned or disposed of);

Cigarettes, heat-sticks, and lithium batteries are prohibited for shipment.

Fees and taxes (for commercial cargo and personal items over $75)
Up to $75 — duty-free;

Over $75 — VAT 18% and an additional tax depending on the goods + airport computer fee — ~60 NIS;

Parcel with a declared value from $75 to $500 — (customs clearance — 88 NIS);

From $500 to $1000 — (customs clearance — 176 NIS);

Over $1000 — (customs clearance — 293 NIS) + power of attorney for the broker — 250 NIS + VAT.

Insurance
Insurance for cargo (parcel) valued from $0 to $100 — cost $5. Over $100 — 5% of the declared value specified in the application. The insurance cost is added to the delivery cost. Insurance is optional and at the client’s request.

If damage is found upon receipt, an act must be drawn up indicating the item name, the nature of the item’s damage, the nature of the packaging damage, the presence of additional inner packaging, the presence of labeling, etc., and photos must be taken.

If packaging damage and a shortage of contents are found upon receipt, an act must be drawn up describing the nature of the box damage, a list of the contents present in the box, a list of missing items, and the document used for verification (invoice, packing list, etc.); the act must state the actual weight of the shipment upon receipt.

In case of loss of the shipment, the compensation equals the declared value of the shipment. If part of the shipment is lost (one of several boxes), compensation is calculated proportionally to the declared value and the total number of boxes. In case of damage to the shipment, compensation is calculated as follows.

If the damage is minor and does not affect functionality (scratches, chips, dents), compensation is determined within 10%–20% of the declared value of the item. If the damage is significant (chips, dents) or the item requires repair, compensation is determined within 30%–40% of the declared value, depending on the degree of damage and the cost of repair. If the damage is severe enough to make further use, repair, or discounted sale impossible, compensation equals the declared value of the shipment or its part.
The claims department will review your requests regarding:
• Loss of a parcel — a search request may be submitted no earlier than 22 days and no later than 6 months from the date of acceptance for shipment;
• Damage or shortage of contents — a claim is submitted if the parcel is received with violations;
• Groundless return — when a parcel is returned without an indicated reason on the packaging (return-reason labels are used), or the applicant claims the indicated reason is unfounded (e.g., the sender specified the correct address, but the label says “incorrect recipient address”).

The claim must include:
• a copy of the CN23 customs declaration you received at the branch when sending the parcel;
• a copy of the receipt for postal services (per p.122 of the Rules for Postal Services).

Depending on the reason, additionally attach:
• photos of the shipment packaging with a clear image of the label stating the reason for return;
• photos of the damaged packaging and contents;
• photos of all labels/declarations/stickers on the parcel;
• a full itemized description of the contents and a list of missing items;
• if available, a photo of the unopened parcel on the scales.

If there is no evidence of violations during shipment, complaints are not considered. If the sender’s improper packaging led to damage during transportation, compensation may be denied.

Claims are reviewed and resolved within 10 business days, except for those requiring additional verification involving partner-country postal operators, in accordance with the acts of the Universal Postal Union.

Obligations of the parties
An application filled out by a third party must be agreed upon with the recipient, including information on payment for actual or volumetric weight when sending within Ukraine via Nova Poshta.
By submitting an application for shipment, you (recipient/sender) undertake to pay for transportation services, including customs fees (if necessary) in Israel, in accordance with international transport regulations. In case of non-payment, the matter will be resolved in court.
By sending the completed application, you agree to the terms and conditions of shipment, the rates, as well as the list of prohibited items, and you accept them.
Create a parcel
